摘　　要：文章在对农村水资源治理的重要意义进行阐述的基础上,介绍了我国农村水资源管理制度的变迁,并对现行农村公共水资源利用过程中的"公地悲剧"和"租金耗散"进行了分析。在对农村公共水资源市场治理和政府管制的不足进行考察分析的基础上,提出了其治理的一种新维度:以社区为基础的自主治理,并从社会资本的视角论证了价值信仰、社会声誉和社会纽带对于促进农村公共水资源社区治理的作用。The paper introduces the change of governance system in our country water resources on the basis of the analysis about country water resources＇ importance, and the paper elaborates the ＂the tragedy of the commons＂ and ＂Rent Dissipation＂ in the process of the country public water resources utilization. Furthermore, The paper proposes a new dimension of governance on the basis of analysis about the insufficient of the market governance of water resources management and control of the government. Puts forward new dimension of water governance ： the autonomous governance on basis of community, dissertate the value of faith, the role of the social reputation and social ties for the promotion of community governance of water resources from the perspective of social capital.
