摘　　要：20世纪70年代末80年代初习仲勋主政广东时期制定了广东的改革开放政策。他敏锐发现广东改革开放的政策问题,迅速确立广东改革开放的政策议程,明确提出广东改革开放的政策目标,亲自设计广东改革开放的政策方案,高度重视广东改革开放政策的效果预测,全力推动广东改革开放政策的实施。广东改革开放政策的制定典型地体现了习仲勋的政策制定思想。Xi Zhongxun has established the reform and opening-up policy during the presidency in Guangdong province in the late 1970s and early 1980s. He keenly found the policy issues of Guangdong＇s reform and opening- up and rapidly established the policy agenda of Guangdong＇s reform and opening-up. Then he definitely put forward the policy objective of Guangdong＇s reform and opening-up, personally designed the policy option of Guangdong＇s reform and opening-up and attached great importance to the policy effect prediction of Guangdong＇s reform and opening-up. Finally he put great efforts to promoting the policy legalization of Guangdong＇s reform and opening-up. The establishment of Guangdong＇s reform and opening-up policy typically reflected the policy making process thought of Xi Zhongxun
