杭州出租车管理的制度成本分析

摘　　要：出租车是满足在杭人群灵活出行的重要交通工具,对出租车的管理是杭州市政府城市治理的重要议题之一。运用制度成本理论,分析杭州市出租车管理的制度成本,发现出租车司机、出租车公司、乘客和政府都不同程度地负担了出租车管理的制度成本,通过更好的制度安排可以减少部分制度成本。杭州市出租车管理存在帕累托改进的空间,研究为改进杭州市出租车管理提出了进一步的政策建议。Taxi is an important transport tool for people in Hangzhou and the management of taxi industry is an issue for city gov- ernance. By a series of policy and institution, govenunent can realize the management for taxi in the porspective of government functions. So the effectiveness of the management is determined by the institution. The theory of institution cost is used and the institution cost for the taxi industry management is analyzed. It is found that the drivers, the companies, the passengers and the government all bear institution cost and through a better arrangement, some institution cost can be reduced. Finally, some sug- gestious to improve the taxi industry management are put forward.
