摘　　要：近年来乡镇连续发生的"血铅中毒"污染问责事件显示了基层政府在问责中的缺失状况:乡镇政府的问责主体作用没有作为,县级政府的问责启动作用基本缺失,而现有的行政问责制度主要发挥的是等级问责功能,对公众问责缺乏保障和引导。根据当前乡镇公众对污染危害问责的需要,要重点构建基层政府部门与公众问责的沟通回应制度,其中,强制性、可操作性和公众团体参与的设计,是制度具备可行性的关键因素。The continuing ＂blood lead poisoning＂ case showed the deficiency of administrative accounta- bility of the local government. This article analyses the cases and the public accountability. It concludes that there is deficiency of local government accountability; the present accountability regulations are of a hierarchical type and can neither protect nor provide guideline. It is urgent to institutionalize public accountability on a public participating level and also operable.
