摘　　要：政府统计最主要的数据来源——统计调查,近年来面临调查负担越来越重、调查成本越来越高、无回答率不断攀升的困境,本文借鉴国外提高行政记录在政府统计数据来源比例的经验,在深入分析行政数据代替或推算统计调查数据的理论、现实依据和技术支撑条件,比较国内外政府统计利用行政记录异同的基础上,提出我国行政记录应用于政府统计的路径和建议。The main data sources of government statistics -- statistical survey, faced with difficult predicament in recent years, such as the growing burden of investigation, increasingly cost and non-response. Based on foreign experience, we knew improving the proportion of administrative records in government statistical could deal with these troubles. By analyzing the theory, realistic basis and technical supports, and comparing the similarities and differences between domestic and foreign government statistics on the use of administrative records, the article summarized the path and proposed five proposals for our country＇ s administrative records used in government statistics.
