摘　　要：公共利益是一个使用频繁却又尚未定论的话语。作为一种民主决策机制,20世纪80年代兴起的协商民主理论对公共利益的界定和实现具有启发意义。通过平等、公开、理性、对话的协商民主程序,可以有效地维护并促进公共利益的实现。同时,协商民主的内在缺陷也在一定程度上造成公共利益表达不充分。Public interest is a frequent but not yet conclusive words. As a kind of democratic decision-making mechanism, theory of deliberative democracy in twentieth Century 80 years on the definition of public interest and realize instructive. Through the process of deliberative democracy equality, open, rational, dialogue, implementation can effectively maintain and promote the public interest. At the same time, the inherent defects of democratic consultation also caused the public interest can not be fully expressed in a certain extent.
