摘　　要：介绍了许昌花卉旅游产业集聚发展的现状,分析了花卉旅游产业集聚中存在集群发展处于初级阶段、相关支撑产业发展程度低、需求条件不够等问题,并从发挥政府效用加强产业集聚建设、推动相关支撑性行业发展、引导需求、重视高级生产要素4个方面提出了创新发展的建议。Abstract ： This paper introduced the current situation of flower tourism indust cluster development in Xuchang, and analyzed the existent problems in the flower tourism industry cluster. For example, the cluster development was at primary stage ; the develop mental degree of the related supporting industries was low; the demand conditions were insufficient. The article raised some sugges tions for the innovative development from the following four aspects ： strengthening the construction of industry agglomeration through exerting the government ＇ s utility, promoting the development of the relevant supporting industries, guiding the demand, and payingattention to the advanced production factors.
