摘　　要：分析了地方政府利用城中村改造之机非法侵夺城中村村民因集体土地城市化发展带来的巨大财产利益,并引发了村民与政府的对立与冲突这一情况。对城中村改造中农民土地财产权益受损的观念因素、立法因素、执行因素及监督等因素进行研究,并提出转变观念、完善立法、矫正制度、强化监督等对策。The local governments illegally take large amount of famers＇ interests coming from collective land urbanization development, sale farmers＇ land at a very high price but pay farmers at a lowest rate and arrange the fiats for the farmers at the suburban area far away from the downtown area during the procedure of the reconstruction of the village in city, which results a series of malignant society events. The concept, legislation, executive and supervision factor was studied, several countermeasures were put forward, such as change the idea, perfect legisla- tion, correct system and strengthen supervision.
