摘　　要：本文认为现代行政就是服务行政 ,行政主体的行政就是公共服务 ,公务员就是提供公共服务的职员 ;服务与合作、沟通与回应 ,既是当今各国政府管理方式改革的方向 。The author believes that the administrative power is the function of service and the subject of the executive power of the administration is to offer civil services for the public. Thus the definition of the civil servants is that the people who offer public civil services. Service and Cooperation, idea exchange and response are not only the tendency of reforming the modes of administrative institutions of the governments throughout the world but also the major part of reforming the theory of legislation law in China.
