摘　　要：本文认为"档案室基础论"在机构改革、市场经济、信息时代下受到了严峻挑战，机关档案室一统天下的局面必将被打破，以"文档中心"为主、多种管理模式并存的新格局必将出现。文章对"文档中心"的可行性作了论证。 the article thinks 'avchival work based on archives' has encountered with the severe challenges of structure reforms market economics and information times．The situation of administrative archives governing the management of archives and records will be broken．the new patternin which records and archives center is mainly model and several management models co－existshall come into being．The article also proves the feasibility of records and archives center．
