摘　　要：监狱图书馆是对犯人施行教育和矫正的重要文化设施,也是犯人狱中唯一能够接触到的文化场所。从刑罚模式视角指出监狱图书馆缘起及争议,简单梳理美国、挪威和日本三国监狱图书馆的发展概况、并在对立法情况、主管部门和人员构成进行选择性比较的基础上,总结出影响监狱图书馆发展的政治、经济及文化等因素,并分析其对我国监狱图书馆发展的借鉴意义。Prison libraries are the only cultural sites inmates can use in prison, which are important cultural facilities for education and con＇ection on inmates. After pointing out origins and conflict on prison library from the perspective of penalty mode, the authors give a general overview of prison library development in USA, Norway and Japan. On the basis of the comparison among three countries in terms of legislation, authorities and personnel constitute, the thesis analyzes and summarizes political, economic and cultural factors affecting the development of the prison libraries. Finally, the authors point out the reference on the development of Chinese prison libraries.
