摘　　要：农村饮用水的安全直接关系到农村居民的健康和生活水平、农村区域经济发展及生态保护。农村饮水安全工程作为农村饮水安全的保障工程,在促进农村经济发展、提高农村居民社会福利、缩小城乡差距以及保护维护农村生态建设等方面起到了重要的作用。文章基于公共产品理论、福利经济学、投入产出理论及可持续发展理论,分析并探求农村饮水安全工程经济绩效、社会绩效和生态绩效的理论根源,为农村饮水安全工程绩效评价奠定理论基础。Safe drinking water is directly related not only to the health and the living standard of rural residents, but also to the rural regional economic development and ecological protection. Based on the theory of public expenditure, welfare economics, input-output theory and the theory of sustainable development, this paper tries to analyze economic performance, social performance and ecological performance of rural drinking water safety project, which form the theoretical basis for evaluating the performance of rural drinking water safety project.
