摘　　要：目前我国确立了应急管理体系中的"一案三制"框架,但相关理论研究与实践应用还不成熟。中国国际石油合作中的突发事件发生后,应急管理指挥协调机制的不健全,导致事故处理延误,负面影响扩大。文章认为,引入具有第三方性质的应急指挥协调机构——中国国际石油合作应急管理委员会将大大提高中国国际石油合作中突发事件的应急管理水平。文章对"中国国际石油合作应急管理委员会"的构建设想及功能进行论述,并从加强应急预案体系的建设、完善应急管理制度、建立应急管理专家库和技术库信息系统与加强石油行业的法制化建设四个方面来保障中国国际石油合作应急管理委员会的有序运行。At present, China has established ＂one case and three systems framework＂ of the emergency management system, but it is not ripe for theoretical research and practical application. After emergencies occur in China international petroleum cooperation, resulting in delays in incident handling and the negative effect is expanded as the emergency management command and coordination mechanism is not perfect. This paper argues that the level of emergency management in China international petroleum cooperation emergencies will be improved to a large extent by introducing a emergency command and coordination agency with characteristics of the third party-China international petroleum cooperation emergency management committee, this paper discuss the building ideas and functions on China international petroleum cooperation emergency management committee, and ensure that China international petroleum cooperation emergency management committee can operate orderly from four aspects of strengthening the construction about emergency plan system, improving the emergency management system, establishing the information system on emergency management expert library and technology library and strengthening the construction of the legalization of petroleum industry.
