湘鄂西铅锌矿可持续发展的层次模糊评价研究

摘　　要：运用多层次模糊综合法对湘鄂西地区铅锌矿开发利用的现实基础和发展态势进行评价。其基本过程是首先构建铅锌矿可持续发展指标体系结构图,再构造各层次判断矩阵,并进行一致性检验,求出各因素的权重并得出层次单、总排序结果。在利用模糊数学方法进行综合评价时,首先确定评判因素集,将可持续发展水平分为强、中级、初级、过渡、传统五个等级,然后确定定性、定量指标的隶属度矩阵,再根据分层模糊结果,以最大隶属度为原则,确定最终综合评价值,得出湘鄂西地区铅锌矿的可持续发展水平为"过渡"。最后根据研究结论,提出相关政策建议:加强环境保护,注重尾矿和废旧铅锌的回收;加大科技投入,提高资源综合利用水平;加大结构调整力度,加强勘探工作;建立和维护正常的铅锌矿生产秩序,保护铅锌矿资源等。Apply the AHP-FCE to evaluate the reality foundation and development situation of lead-zinc resource development and utilization in the western Hunan and Hubei province. First of all, construct the lead-zinc minerals sustainable development indicator system＇s analytic hierarchy structure drawing, next judgment matrix and do the consistency check, extract various factors weight in this matrix and obtain the level list to sort the result. When using fuzzy mathematics method to carry on the comprehensive evaluation, it should be determine the judgment sets of sub factors, including ＂strong, intermediate, primary, transitional, traditional＂, then qualitative, quantitative indicators membership matrix. According to the fuzzy result, taking the biggest degree of membership as the principle, we may obtain the comprehensive evaluation value. In this paper the lead-zinc minerals sustainable development level of western Hunan and Hubei is ＂transitional＂. Finally put forward the related policy suggestion according to the research finding： Strengthen the environmental protection, pay great attention the debris and the worn out lead-zinc minerals recycling; increase investment in science and technology, enhance the level of comprehensive utilization of resources; restructuring efforts; strengthen the exploration work; set up and maintain the normal order of production of lead-zinc to protect the lead -zinc resources and so on.
