摘 要:以陕西省宝鸡峡灌区为研究背景区,论述了渠井结合在灌区高效安全用水、促进农业发展及农民增收中的重要作用;基于灌区渠井结合灌溉及管理的历史回顾与现状分析,指出渠井灌分离管理、井灌缺乏有效监管、水价政策不合理及末级渠系老化失修是灌区渠井结合灌溉管理面临的主要问题;从实施最严格水资源管理制度的角度出发,探讨了当前灌区渠井结合灌溉的管理模式。Taking Baojixia irrigation district in Shaanxi province as the research area, the paper discussed the important role of canal -well combined irrigation mode for the irrigation efficiency and water safety, as well as promoting agricultural development and in- creasing the income of farmers. Based on the historical review and current situation analysis of canal-well combined irrigation and management, the paper proposed that the separation management of canal and well irrigation, lacking of effective supervision, unrea- sonable water pricing policy and ageing disrepair of final canal department were the major problems that canal-well combined irrigation management confronts with. In the end, the paper discussed the canal-well irrigation management mode in the current irrigation district from the aspect of the strictest water resources management system.
