摘　　要：科学基金共同体是指由所有直接参与科学基金工作的各方面组织机构和人员队伍分工协作、有机联系形成的泛科学基金组织,共同的规则是科学基金共同体构建的必然基础.从科学基金共同体与共同规则的内涵界定出发,探讨和分析科学基金管理制度规范体系的构建和完善,以期为国家自然科学基金委科学基金管理规章制度的建设和实施提供一些有益探索.Science Fund Community is an organization formed by all institutions and peoples who directly work for science thnd. The common rules are the basis of Science Fund Community. Here, it defines the meaning of Science Fund Community and common rules, and analyzes the establishment of the regulatory system. It aims to provide some useful exploration for National Natural Science Foundation of China to build and implement science fund management regula- lion.
