摘　　要：第三代领导集体的水利思想主要体现在三个方面:水利乃安邦治国之大事的水利战略思想;按规律办事的水利建设思想;科学治水和依法治水的水利治理思想。第三领导集体的水利思想内部逻辑严密,是治国思想的具体体现,具有继承性与创新性。The water conservancy thought of the third leading group is mainly reflected in three aspects： In cognition, the water conservancy strategic thinking of water conservancy is the nation event; The water conservancy construction thought is according to the rules; The water conservancy management ideas is scientific and in accordance with the law. The internal logic of the third leading group＇ s water conservancy thought is very tight, embodies the governing thought, and has the inheritance and innovation.
