摘　　要：概括了境外油田地面工程项目HSE管理特点,分析了中国石化境外油田地面工程项目HSE管理的难点和问题,提出了满足国际油田地面工程建设项目HSE管理高标准的方法和建议。The HSE management eharaeteristics of overseas oil field surface engineering project are summarized and the difficulties and problems of the overseas oil fieht surface engineering project HSE management of SINOPEC. Thus, the ,nelhods and suggeslions for satisfying the international high HSE management standards of oil field surface engineering construction are put forward.
