农村公共产品多元合作供给的治理模式研究

摘　　要：农村公共产品是促进农村经济社会发展的重要物质保障,但近年来农民对农村公共产品的需求越来越多样化,这对现有农村公共产品治理模式的有效性提出了挑战。在社会转型的大背景下,探索如何发挥政府、市场、第三部门等多元供给主体的力量、完善农村公共产品的治理模式,直接关系到农村公共产品的供给效果。对此,网络治理理论为农村公共产品治理模式的完善提供了有益的启示。文章借鉴网络治理理论的理念,探索性地构建了农村公共产品多元合作供给的治理模式,并提出了创造鼓励多元主体参与的条件,构建合作供给平台,实施监控合作供给行为等对策建议。Effective supply of rural public goods is an important aspect of the construction of the new countryside. At present, the public＇s demands to rural public goods are increasingly intense and diversified, which puts forward a challenge to the effectiveness of the existing governance model of rural public goods. In the background of social transformation, exploration of how to play fully the strength of the multiple suppliers such as the government, market and the third sector and improve the governing model of rural public goods is directly related to the supply effort of rural public goods. For this, network governance theory provides a beneficial enlightenment for the governance model＇s improvement of rural public goods. Based on the idea of network governance theory, the paper explores to establish the governance model of multiple cooperative supply, and puts forward several countermeasures to improve supply effort such as building good macro-environment, constructing cooperative supply network and effective operating mechanism.
