新形势下中国西部城市中等收入阶层发展状况实证研究

摘　　要：文章以西安为例,对新形势下中国西部城市中等收入阶层发展状况进行实证研究。首先,在厘清中等收入阶层的概念的基础上,结合国内有关中等收入阶层实证研究的现状阐明西部中等收入阶层发展状况的实证研究的必要性;其次,通过项目调查数据的整理概括对西安中等收入阶层的现状、特点及发展变化进行了定量分析和实证研究;最后探讨了新形势下中国西部城市中等收入阶层的培育途径及其机制创新。认为规范收入分配秩序,提高收入,完善社会保障制度是扩大中等收入阶层的主要上升渠道。为此,应提高整个社会对中等收入阶层社会功能可变性的认知程度;建立健全以推进教育公平、房地产改革创新及加快社会保障体系建设为内容的合理保护西部中等收入阶层利益的各种政策体系:建立并不断完善合理调节各阶层利益关系的就业、创业的法律政策体系,为中等收入阶层的培育和发展创造良好的社会条件。建立并不断完善合理调节各阶层利益关系的财政政策体系。Taking xi＇an as an example, this article has made an empirical research into the current developing situation of the medium income class in Western China. In order to achieve the above object, it is necessary to im- prove the whole society＇s recognition towards the variability of the social function of the medium income class. In addition, it is imperative to establish a medium-income-class protective political system which aims at improving the equal access to education, the reform and innovation of real estate as well as the faster construction of a social security system. Namely, to establish a legal and political system regarding employment and entrepreneurship, which effectually balances the interest relations among various classes; at the meantime, establishing and perfecting the fiscal political system, to scientifically adjust the interest between different classes. Only if can we create healthy social conditions for the fostering and development of the medium income class.
