矿产地储备的内涵界定与规模确定

摘　　要：为有效抵御供应中断,提升矿产资源保障能力,建立矿产资源储备体系势在必行。本文基于前人的研究成果,充分借鉴国外成功的经验,按照功能将矿产地储备分为战略储备、调控储备和周转储备三类;系统分析矿产资源的资产和资本属性,确定了不同类型储备对应的对象;根据矿产地储备的自身特点和不同目的,运用盈亏平衡分析的方法,构建了相应的确定储备规模的计量模型。研究得出:对于短缺矿产资源而言,战略储备可以缓解资源约束,储备对象应侧重于矿产品储备;对于优势矿产资源而言,调控储备可以实现资源优势向经济优势转化,储备对象应侧重于矿业权储备。最后,我们建议应尽快制定矿产地储备专项规划,建立矿产地储备组织领导机构,健全矿产资源储备体系,并建立矿产地储备数据库。In order to prevent mineral resources from disrupting supply and improve its support ability , it is necessary to establish mineral resources reserve system .Based on the predecessors＇ research achievements ,and successful experimence abroad ,this paper divided the mineral reserve into strategic reserves ,regulation reserves and turnover reserves .After clarifying the relationship between resources , assets and capital in the field of mineral resources ,we ascertain Subject and Object of the various reserves . According to charateristics and purposes of mineral resources reserve ,we devised the corresponding measuring model to determine the size of all kinds of reserves by the method of break-even analysis .This study concluded that ：for the shortage of mineral resources ,strategic reserves can alleviate resource constraints ,and thus the reserve object should focus on the mineral reserves ;For the advantage of mineral resources ,regulating reserve can realize resource advantage to economic advantage ,therefore the reserve object should focus on mining right reserves .Finally ,we suggest that our country should establish reserve planning and institutions as soon as possible ,and improve the mineral resources reserve system and design the reserves database .
