摘　　要：节约与综合利用矿产资源是推进生态文明建设的重要途径,先进适用技术推广是其关键环节。开采回采率、选矿回收率和综合利用率是评价合理开发利用矿产资源的重要指标,合同"三率"管理模式通过对"三率"的界定和考核,明确主体的权力和义务,实现资本技术的融合,是市场经济条件下矿产资源节约与综合利用先进适用技术推广的新模式。Saving and comprehensive utilization of mineral resource is an important way to improve the ecological civilization construction ,and the promotion of advanced and suitable technologies is considered significant point .Mining recovery ratio ,dressing recovery ratio and comprehensive utilization ratio are important indicators for evaluating the rational development and utilization of mineral resources .According to identification and assessment of “Three-ratio” by contract “Three-ratio” management mode ,the rights and obligations could be clarified ,and the capitals and technologies could be integrated ,which is a new mode to promote advanced and suitable technologies under the market-oriented economy .
