摘　　要：论文从图书馆立法进程、民众对图书馆的认知、图书馆立法目的、立法体系、立法内容等六方面对国外图书馆的立法特点进行探讨与分析,建议我国应重视图书馆立法工作,采取国家立法模式,明确图书馆功能定位,倡导现代图书馆服务理念,确立专门机构对图书馆事业进行统一领导,同时立法工作必须做到与时俱进。Analyzing the legislative characteristics of foreign libraries from six aspects： the legislative process, the public awareness of libraries, purpose, system, content and so on, this paper suggests that we should value library legislative work, adopt national legislation model, define explicitly the functions of libraries, advocate the concept of modem library services, establish specialized agencies to lead library activ- ities and advance with the times when legislating.
