摘  要:针对高压配电网(110 kV及35 kV)在城市电网发展建设中的重要地位,研究了高压配电网规划评价指标体系和综合评价模型。建立了适应高压配电网规划特点的评价指标体系,提出"高中压变电(线路)容量协调性""设备老旧率""年度投资均衡度"等多项新指标;提出基于德尔菲法修正的层次分析法用于评价体系各级指标权重设置;提出判断矩阵法用于措施层指标评分;根据评价指标体系及综合评价模型逐层向上递推,得到高压配电网规划评价的综合结果。以某地区局部高压配电网为例,验证了该评价指标体系及综合评价模型的科学实用性以及对高压配电网规划工作良好的指导意义。High-voltage (110 kV/35 kV) distribution network plays an important role in the development of city power grid. The paper focuses on its planning evaluation index system and comprehensive evaluation model. An evaluation index system applicable to high-voltage distribution network planning is established, which includes some new indices, such as "Substation (Line) Capacity Coordination," "Old Equipment Proportion," "Annual Investment Balance," etc. Analytic hierarchy process based on Delphi method is proposed to set index weight. Judgment matrix is used in grading index. According to the evaluation index system and comprehensive evaluation model, a final evaluation result will be promoted layer by layer. The evaluation index system and comprehensive evaluation model are verified to be scientific and reasonable in a local high-voltage distribution network.
