中蒙“阿尔山—乔巴山”铁路通道建设研究

摘　　要：大图们江国际开发至今已经有近二十年的时间,目前,大图们江国际通道的断点是中国阿尔山一蒙古乔巴山之问的铁路。加快推进中蒙阿尔山一乔巴山铁路建设是大图们江地区开发的关键。近年来,随着中蒙经贸合作不断加深,我国地方政府和企业提出了多条中蒙铁路建设的新方案,"阿尔山一乔巴山"铁路建设虽然已被列为《东北老工业基地振兴规划》、《中国图们江地区开发规划纲要》等国家重大发展规划的支撑项目,却面临着越来越大的竞争和挑战。在这种背景下,我们需要深入研究"两山"铁路建设的现状和面临的主要问题,通过加强高层推动、开展与蒙古国的互惠合作、推动大企业参与等措施加快推进"两山"铁路的建设。IThere has been 20 years since the international development of the great Tumen River.The Aershan-Choybalsan railway became the only breakpoint.In recent years,with the deepening of bilateral economic and trade cooperation,China's local governments and enterprises put forward Sino-Mongolia railway construction plans.Although Aershan-Choibalsan railway construction has been supported by a number of national development planning projects,it is facing more and more severe competitions and challenges.This paper in-depth studies the advantages and disadvantages of the Aershan-Choibalsan Railway in current China,analyzes the conditions and the main problems,and puts forward some suggestions to promote the railway construction.
