摘　　要：图们江地区的大规模人口外流带来的诸多社会问题,如劳动力短缺、人口出生率降低、人口老龄化、民族教育萎缩等,已经成为图们江地区经济社会建设的重大问题有效解决人口外流,就应该着重从加强对劳动力市场监管,以优惠政策"引凤还巢",鼓励外来人口落户,调整少教民族生育政策,加快社会养老事业建设等方面入手,处理好人口外流与地方经济发展的关系,将图们江地区建设成各民族群众幸福的家园。The exodus of people in Tumen river area brought about many social problems,such as the shortage of labor,the decreasing birth rate,the aging population,and ethnic education atrophy,which have lieeome major problems of economic and social development of Tumen River area.To effectively solve the exodus of people,it is urgent to focus on strengthening the supervision of the labor market with preferential policies,to encourage migrants settled in,to adjust minority birth policy,to accelerate the social construction and other aspects,to handle the exodus with local economic development,and to construct the Tumen river area into a happy home of all ethnic people.
