摘　　要：本文从标准体系的内涵出发,分析体系构建的目标、原则、结构,初步探讨如何建立适合我国国情又符合国际大趋势的减灾救灾标准体系框架。Based on the basic concepts of disaster reduction and relief standard system, this article analyses the objective, principles and structure of the standard system, discusses the primary framework of disaster reduction and relief standards system which is suitable for Chinas national conditions and in line with the international trend.
