摘　　要：本文研究了国际分工语境下的CO2减少排放的责任分解问题,研究发现在国际分工演进脉络中,国际分工具有不同的生产和消费特征,发达国家和发展中国家CO2排放存在着历史和现实的联系,据此提出了宏观层面应该实行共同且有区别的国家主体责任制度;从国际分工的发展看,跨国公司的产业国际转移行为发生了国际生产中CO2排放主体的空间转移,据此提出从生产层面建立CO2排放的生产主体责任制度;通过对国际CO2消费主体的实证分析,国际贸易活动产生了CO2排放的国际间净转移和碳泄漏问题,隐含CO2排放泄漏是区分CO2排放国内消费和国际消费责任的重要指标,应该从消费层面建立CO2排放的消费者主体责任制度。This paper studies the decomposition ot responsibility on CO2 emissions in the context of international specialization. It is found that international specialization takes on varied production and consumption characteristics along its evolution course, and developed countries and developing countries are both historically and realistically related on CO2 emissions. The transfer of CO2 emissions from the developed countries to the developing ones is evident and inevitable, thus a common but differentiated responsibility body should be identified to support the accountability system. From the perspective of the development of international specialization, the transfer of major international CO2 emission bodies is a direct result of the industrial transfer contributed by international corporations, thus an accountability system from the production dimension should be established. Through the empirical analyses of major international CO2 consumption bodies, it can be found that international trade is the contributing factor of CO2 emission transfer and carbon leakage problems. As the embodied CO2 emission leakage is the main index that tells domestic CO2 consumption from international consumption, a responsibility system should also be constructed from the consumption dimension.
