摘　　要：为了解决公民政策参与的问题,本文提出网络政策参与的方式,通过与传统政策参与相比较,阐释网络政策参与的功能,包括网上信息交流、网络政策支持、辅助决策系统、在线意见调查等,针对我国网络政策参与的观念、形式等现实困境进行了对策思考,得出网络政策参与有助于促进政府决策过程的结论。The purpose of this study is to solve the problem of the citizen participation in policy-making. This paper proposes the mode of network policy partici- pation, and explains the function of network policy participation,including network information exchange, network support-building policy, decision-making sys- tem and online survey, by the comparison with the tra ditional policy participation.This paper proposes the strategy to solve the difficultes of the network policy participaton with the respects to the conscious and forms in China to reach the conclusion that the network policy participation can contribute to the government policy-making process.
