对电子商务作为河北省战略性新兴产业的研究

摘　　要：目前,加快发展电子商务,不仅是提升河北省产业和资源组织化程度、转变经济发展方式、提高经济运行质量、增强国际竞争力的重要途径,也是解决河北省经济发展面临着资源环境约束增强、产业结构不合理、投资和消费关系失衡等重大问题的有效途径。这对于优化河北省产业结构、加快战略性新兴产业发展和形成新的经济增长点具有非常重要的作用。河北省应通过制定电子商务产业激励政策,推进传统企业电子商务化,以正定小商品市场为龙头打造全球网货中心,实施电子商务示范工程,加快电子商务人才的引进和培育,实施旅游业电子商务化等措施,从而建立电子商务强省,推动河北省经济持续健康发展。E-commerce development is important to improving the industry and resource development in systematic ways, transforming e- conomic growth mode, increasing quality of economic operation and to enhancing global competitiveness. It is also an efficient approach through which issues that curb the economy growth, like tightening resource and environment constraint, improper industry structure, and imbalaneed relations of consumption in Heibei could be settled. Therefore, to grow e-commerce is significant to boosting strategic emerg- ing industries and creating new economic growth point. Heibei should establish incentive policies for e-commerce, spread e-commerce operations to traditional industries, and build an online goods supply platform targeting on the global market. The province may also popu- larize e-commerce by demonstrating successful cases, invest more in building a talent pool and roll out e-commerce in tourism industry. In so doing, Heibei could be turned into a strong e-commerce leader that help maintain the healthy and sustainable growth of the province.
