摘 要:上海、苏州、嘉兴(以下简称"沪苏嘉")三市地域相邻、经济相连、交通便捷、产业互补、人文同源、生活相通,拥有着"同城"的深厚基础,同城化已成为沪苏嘉一体化进程中的新趋势。但由于行政区经济的存在与地方利益的最大化,以及制度变迁的路径依赖性,致使沪苏嘉三地的诸侯割据状态难以消除、区域共同利益难以协调、区域交易费用难以最小化、经济发展差距难以缩小等,很大程度上制约了沪苏嘉的同城化进程。因此,应着手解决沪苏嘉同城化发展中的约束瓶颈,从协调共同利益与降低交易费用的目标出发,以制度创新和政策协调为手段,加快推进沪苏嘉同城化的建设进程。Shanghai, Suzhou, Jiaxing (hereinafter referred to as the "HuSuJia") has a "same city" of a solid foundation, which has adjacent regions, blending economic, convenient transportation, complementary industries, connected life, homologous culture, therefore,cities' synchronization has been a new trend in the integration progress in HuSuJia. But because of the existence of the administrative region economy with local interests, as well as the path dependence of institutional change, administrative division is difficult to eliminate, regional common interests is difficult to coordinate, regional trading fees is difficult to minimize, the gap of economic development is difficult to narrow, which largely restricted the process of cities' synchronization among Shanghai, Suzhou, Jiaxing. Therefore, it is crucial that the constraint and bottleneck should be solved to speed up the construction processof cities' synchronization in HuSuJia based on system innovation and policy coordination as the means from the goal of coordinating common interests and reducing transaction costs.
