摘　　要：政府流程再造强调以信息技术提升为基本原则,但在现实政府管理中信息系统的应用并不充分。借鉴已有研究,对信息系统在政府流程再造中发挥的作用进行理论分析,提出研究假设,然后以城管执法和政府审计领域的典型流程再造模式为案例进行实证检验。结果表明,信息系统在政府流程再造中发挥重要作用,但其应用效果受多种因素影响。环境稳定性和环境复杂性越小,任务规则性和任务相关性越大,信息系统在政府流程再造中的作用越大;反之,则信息系统的作用越小。Government Process Reengineering emphasizes the fundamental principle of information technology advancement, but in practical government management information system is not fully utilized. Referring to current studies, we analyze theoretically the role of information system in the government process reengineering, propose the hypothesis, and then make an empirical test in the typical process reengineering mode in urban law enforcement and governmental audit. Results show that information system plays an important role in the government process reengi- neering, but the effect of its application is subject to many factors. The less the environmental stability and environ- mental complexity are, the bigger the task regularity and task independency correlation are, and the greater the role information system plays in government process reengineering, and vise versa.
