摘　　要：本文认为 ,立法的目的不在于法制的统一 ,而在于民主性。民主性是法制统一的基础和力量。立法程序是立法民主的重要保障和决定性因素 ,它不仅仅是使法律通过的活动程式 ,而且还应当是正当的立法程序。The thesis beholds the observation that the purpose of legislation lies in unification of legislation but in democracy which underlies the power and foundation of unified legislation. The legislative procedure is the essential assurance (garante) of democratic legislation and decisive factor. Legislative procedure is not only the active procedure which assures the laws and reguolations but also the just legislative procedure.
