摘　　要：大柳树水利枢纽在黄河治理开发中具有承上启下的战略地位,但由于枢纽坝址位于宁夏自治区境内,而水库淹没范围绝大部分在甘肃省,水库建成后受损与受益区辖属关系不一致,这一矛盾一直是制约这项工程立项建设的主要因素。采用多种方法进行两省区权益分配研究,并提出权益分配的初步意见。Daliushu Water Control Project has an important strategic role in development of the Yellow River.Since the dam site is situated in Ningxia Hui Autonomous Region,while most of the reservoir inundation covers Cansu Province,after the reservoir is completed,the administrative relation of damaged area and beneficial area will not be consistent;this conflict is the main factor constraining approval of the project.This text puts forward many methods for studying the benefits distribution of the two provinces,and gives some preliminary suggestions.
