内生创新努力、知识溢出与区域创新能力——中国省级面板数据的实证分析

摘　　要：在扩展知识生产函数的基础上,考察了内生创新努力(知识存量和R&D人员投入)、区域知识溢出和不同渠道国际知识溢出对我国区域创新能力的影响,结果表明:知识存量和R&D投入对我国创新能力有正向影响,但是区域知识溢出效应不显著,进口贸易的作用显著为正,但影响弹性小于知识存量和R&D投入,而FDI的作用为负。不同地区的实证结果差异较大,中西部地区创新能力主要来源于内生创新努力,知识溢出效应不显著。在东部地区,除了内生创新努力外,进口贸易和区域知识溢出也是其创新能力提升的重要动力,但FDI表现出一定的负面作用。文章进一步从吸收能力等方面对制约知识溢出效应有效发挥的原因进行了详细讨论。Based on the extended knowledge production function,using panel data of 30 provinces in China from 1998 to 2010,this paper examines the impact of endogenous innovation effort( knowledge stock and R&D manpower input),regional knowledge spillover and different channels of international knowledge spillover on regional innovation capacity. The result indicates that both knowledge stock and R&D input have significant positive impacts on regional innovation capacity,but the effect of regional knowledge spillover is not significant. The impact of import trade is positive,but the elasticity coefficient is smaller than that of both knowledge stock and R&D input. But the effect of FDI knowledge spillover is negative. The empirical results of various regions differ a lot. The main source of central and western China's innovation capacity is from endogenous innovation effort and regional knowledge spillover effect is not significant. Besides endogenous innovation effort,both import trade and regional knowledge spillover play an important role in the enhancement of eastern China's innovation capacity. However,FDI has negative effects to a certain extent. Lastly,this paper discusses the reasons why the knowledge spillover effect is not significant from the insights into absorptive capacity etc and proposes promoting paths of innovation capacity for different regions.
