国际金融包容的促进政策实践进展研究

摘　　要：金融消费者保护与金融包容密切相关。2003年联合国倡导建立包容性金融体系以来,金融包容在世界各国得到快速推进和广泛研究。研究证明,在有效的金融监管框架下,重视消费者保护的金融包容有利于金融稳定促进经济增长。本文通过对国际金融包容进展的研究,发现促进金融包容可以从制度环境、金融基础设施、金融服务提供者、目标群体、产品类型及提供渠道等方面推进。我国近年来在提高金融覆盖面方面成绩突出,但国际上对我国的做法了解甚少。因此,需加强国际交流,借鉴国外经验,把我国好的做法推广到国外。Financial consumers' protection is closely related to financial inclusion. Since the United Nations advocated establishing inclusive financial system in 2003,a lot of policies have been implemented to promote financial inclusion around the world. There are also many researches about this theme. According to these researches,within the effective regulatory and supervisory framework,financial inclusion that focuses on consumers' protection,financial stability,financial development and economic growth are positively inter-related. This paper analyses the progress in international financial inclusion and finds that promoting financial inclusion can be achieved from many aspects as follows: institutional environment,financial infrastructure,financial services providers,target groups,types of products and delivery channels. Then it gives the enlightenment to our country. In recent years,our country has made great progress in improving financial coverage. But by attending several international conferences,we find that other countries know little about our experience. Therefore,we should communicate with other countries and learn their experience,meanwhile,spread our experience abroad.
