摘　　要：实施西部大开发是面向新世纪的重大决策。西部地区仍处于工业化的初级阶段 ,其全面开发是在资源富集与生态环境被严重破坏的矛盾状态下起步的。这就决定了西部开发必须改变“立足资源搞开发”的传统发展思路 ,从资源依赖型转向生态经济型 ,在人 -社会 -自然协调发展系统中实现开发战略。it is a significant policy facing new century to implement the strategy of western development. the western area is still in the initial stage of industry. its overall development got the under the contradictory situation of enriched resource and seriously deteriorated ecological environment. This decides that in the western development, we must alter the development way based on resource, realize the development strategy through the harmonious development system among human society and nature, and from the development model relying on resource to ecological economy.
