摘　　要：以毛泽东为核心的第一代领导集体提出了“帮助西藏”发展的方针；邓小平为核心的第二代领导集体提出了“全国援藏”的战略思想；江泽民为核心的第三代领导集体将全国援藏与西藏实现跨越式发展和长治久安结合；以胡锦涛同志为核心的领导案体第四代对于“全国援藏”政策在新世纪进行了不断的探索和完善，有助于西藏跨越式发展和长治久安，有助于西藏实现全面建成小康社会的宏伟目标，有助于西藏人民实现自己的“中国梦”。The first-generation collective leadership of CPC with MAO Ze-dong as its core put for- ward the strategic thought of ＂helping Tibet＂ ; the second-generation collective leadership of CPC with DENG Xiao-ping as its core made the policy of ＂national aid to Tibet＂ ; the third-generation collective leadership of CPC with JIANG Ze-min as its core combined the policy of ＂national aid to Tibet＂ with the leaping development and permanent peace of Tibet ; the central committee of CPC with HU Jin-tao as its General Secretary explored and improved the policy of ＂national aid to Tibet＂ at the beginning of the new century, which is helpful for the leaping development and permanent stability of Tibet, the achievement of the magnificent objective of becoming a comprehensive well-off society, and the realization of Tibetans＇ China Dream.
