摘　　要：正确认识跨越式发展战略的内涵、依据及实施对策，对我国欠发达地区在新世纪实现经济腾飞具有重要的理论意义和现实意义。欠发达地区要实现跨越发展，必须从产业结构调整、制度体制创新、技术升级、人力资本和新型工业化等方面入手。A correct understanding of the connotation, foundations and implementation countermeasures of the leaping development strategy has important theoretical and practical significance for less developed areas in China to achieve economic take-off in the new century. In order to make the less developed areas to develop rapidly, it is necessary to start from the following aspects ： the adjustment of industrial structures, the innovation of institutional systems, the technological upgrading, the human capital, and a new-type industrialization.
