建全我国兽医体系效能评估的思路

摘　　要：随着全球经济一体化进程的加快,动物源性产品贸易和流通不断加大,重大动物疫病传播的风险也随之增高。兽医工作的范畴、定位和内容均发生了深刻变化,全球兽医事业面临着新形势、新任务,业界对兽医工作的要求也水涨船高。在这种情形下,我国的兽医体系应当更好地把握机遇、应对挑战,提升行政效能,以适应兽医事业发展的需求。本文在研究世界动物卫生组织兽医体系效能评估工具的基础上,结合我国实际情况,提出了我国建立兽医体系效能评估指标体系的思路与模式。With the speeding-up of global economy harmonization, and expansion of trading and movement of animal products, the risk of transmission of major animal diseases is becoming higher and higher, the scope, position and coments of veterinary work has been experiencing deep changes, the global veterinary services are facing with new situations and tasks, and hence the demands for veterinary work are getting higher. Under such situation, our veterinary services should grasp the opportunity, face the challenges and raise the administrative performance so as to meet the requirements for veterinary development. In this paper, thinking and models are propose for the establishment of the indicator-system in PVS evaluation in China based on studies of OIE Tool for the Evaluation of Performance of Veterinary Services （OIE Tool） in combination with the actual conditions in China.
