文化非正式约束、地方政府竞争与中国经济低碳转型——基于省级面板数据的格兰杰因果检验

摘　　要：政治晋升锦标赛与财政分权所引致的激烈地方政府竞争会导致环境政策的制度软化现象,文化非正式约束则可以弥补正式制度的不足,潜移默化地实现经济低碳转型。本文通过构建理论模型并运用基于PVAR的面板格兰杰因果检验法深入探究文化非正式约束、地方政府竞争与经济低碳转型之间的因果关系,研究结果表明:文化非正式约束是引致省级碳排放量减少的格兰杰原因,但文化非正式约束的作用具有时间上的"延滞性";作为引致地方政府激烈竞争的政治晋升锦标赛是省级碳排放量增加的格兰杰原因;财政分权本身则不是省级碳排放量增加的主要原因,但其与政治晋升锦标赛的结合会成为省级碳排放急剧增加的格兰杰原因。Political promotion tournament and fiscal decentralization lead to fierce competition of local government,which eventually causes soft institution constraint of formal environmental policies. The informal constraints of culture exactly can compensate the shortage of formal system and imperceptibly achieve low-carbon transformation of the economy.By constructing a theoretical model,this paper uses the panel Granger-causality test method which is based on PVAR to deeply explore the causal relationship between the informal constraints of culture,competition of local government and China' s low-carbon transformation of the economy.The results show that the informal constraint of culture is the granger cause of the reduction of carbon emissions but there is a time delay effect.Political promotion tournament,which leads to the most part of the fierce competition of local government,is the granger cause of increasing inter-provincial carbon emissions.However,fiscal decentralization by itself does not lead to increasing carbon emissions, but its combination with political promotion tournament will become the granger cause of a sharp increase in inter-provincial carbon emissions.
