摘 要:R&D是现代经济和社会发展中的关键环节,比较我国不同区域R&D效率的差异是促进R&D资源合理流动的前提。本文基于数据包络分析的VRS模型原理提出了R&D活动效率的测算方法,比较了我国31个省(直辖市)及东、中、西部地区的R&D综合效率、纯技术效率和规模效率方面的差异。结果表明:(1)我国R&D资源存在低效配置和区域分割现象,R&D资源的合理流动受到限制;(2)我国R&D活动外生于经济增长,R&D效率与经济发展水平并不显著相关。促进科技经济一体化的根本方法在于明晰R&D活动的市场主体地位,形成以市场参与者为主导的、产学研一体化的R&D活动机制。R&D is the key in modem economic and social development, and comparison of the R&D effciency differences among different regions is premised to promote the rational flow of R&D resoumes. Based on VRS model of data envelopment analysis, this paper puts forward the measuring method for efficiency of B.&D activity to calculate the efficiency of R&D activity of 31 provinces in 2011, and compares the differences of overall efficiency, pure technical efficiency and scale efficiency among different provinces. The results show that China's R&D resources exist inefficient configurations and region segmentation phenomenon, so the rational flow of R&D resources is restricted. Also China's R&D activities am exogenous variables in the process of economic growth, so the R&D efficiency and economic development level is not significantly correlated. The fundamental method of promoting the integration of economic and technology lles in clarity of dominant actors for R&D activities, in order to form the R&D activities mechanisms in which market participants act as the lead- ing, and industry, education and academy am integrated.
