摘 要:在研究企业自主创新风险补偿体系中三方主体决策机制的基础上,分析提出了企业自主创新风险补偿政策的实施与运作系统,构建了企业自主创新风险补偿政策与效果SD模拟模型,并基于湖北省企业自主创新政策环境,设计了模型算例,进而模拟了湖北省企业自主创新风险补偿政策的实施效果,分析了企业自主创新政策的各项政策工具和作用,证实了企业自主创新风险补偿政策对企业自主创新具有重要的促进和推动作用,提出了科技保险应作为一种集中和减弱区域自主创新风险的有效工具,进行重点补偿和发展。This paper analyses and proposes the implementation and operation system of enterprise independent innovation risk compensation policy based on the study of tripartite main parts decision-making mechanism in enterprise independent in- novation risk compensation system, and structures enterprise independent innovation risk compensation policy and effect SD simulation model. Then it devises the model example on the basis of Hubei province enterprise independent innovation policy environment, and then simulates the implementation effect of Hubei province enterprise independent innovation policy, and analyses the policy tools of enterprise independent innovation policy, and proves that the enterprise independent innovation policy plays a key role in promoting enterprise independent innovation, and proposes that the science and technology insur- ance need to be compensated and developed as an effective tool which can concentrate and counteract the regional independ- ent innovation risk.
