摘  要:邻国非法抢占中国南海岛礁资源和对资源的掠夺式破坏性捕捞,致使中国南海渔业发展空间受限,严重影响了中国南海渔业的可持续发展。同时,邻国对南海主权的恶意挑衅,又严重威胁了我国南海渔业生产的安全。中国政府要进行南海维权,必须突出在南海的岛礁存在,发展海洋设施渔业,并探讨适应南海维权要求的海洋设施渔业的组织模式。本文设计的模式为:基于公共服务的国有公司模式,基于产业内的企业集团模式,基于产业间的战略联盟模式。China's neighboring countries' illegal seizure of the reef resources in the South China Sea and their predatorily destructive fishing have led to the limitation of fisheries developmental space, and seriously affect the sustainable development of fishing industry in the South China Sea. Meanwhile, malicious provocation raised by neighboring countries poses a serious threat to the security of China's fishing industry in the South China Sea. To maintain the sovereignty, Chinese government must highlight the existence of the South China Sea reefs. The main measures are to develop marine facilities fisheries and to explore the fishery organization modes of marine facilities which are adapted to the requirement of safeguarding China's sovereignty over the South China Sea. The patterns designed by this paper are: state-owned company model based on public services, enterprise group model based on intra-industry and strategic alliance mode based on inter-industry.
