摘　　要：中国政府白皮书,作为对外宣传的重要载体和手段,围绕国际社会关注的中国问题向世界提供了更具事实基础和更具接纳性的权威的中国答案,已经成为国际社会和广大公众了解和认识中国的基本国情、价值观念、发展道路、内外政策的重要窗口和途径。考察和总结20年来中国政府白皮书在党的外宣工作中地位和作用,对于提高对外宣传工作的科学化水平,实现十八大确立的两个百年目标,实现伟大的中国梦,意义重大。White book of Chinese government, as an important carrier and means for publicizing, provides to the world more fact- based and more acceptable authoritative answers about Chinese issues concerned by international society. It has become an important window and means for the international society and the public to get to know and understand Chinese basic national conditions, values, development roads and internal and external policies. Summarizing and analyzing the effects and positioning of Chinese government white books in publicity is of great importance for improving the publicizing of CPC, achieving the two one-hundred-year goals of the Eighteenth National Congress of CPC and realizing the greatest China Dream.
