台湾科技计划的管理及其特点分析

摘　　要：我国台湾地区自1998年起已实施了十项科技计划,目的是加强当局政府投入,推动技术研发,促进产业升级,但总体来看,其在与产业发展联系紧密的领域所开展计划的较多,而涉及民生类的计划近年来逐渐减少。台湾的科技计划从计划管理、预算分配、执行过程以及投入产出公布都基本形成了一套固定的程序和办法,管理相对规范,但存在领域选择不均衡、计划的执行结果大都集中在学术论文和专利产出方面,实现技术成果转让和产业化的结果不太理想等问题。Taiwan has launched ten science and technology programs since 1998, ainfing to strengthen governmental invest- ment, improve R＆D and realize industry upgrading. There are more programs to be setup in the fields of closing - related with industrial development and Taiwan＇ s superior industries but less in livelihood fields. The program＇ s fields selecting, budget making, management, operating and the input - output announcement have developed a regular procedure. The a- chievements of programs are rich in academic papers and patent acquirement but poor at technology transfer and industriali- zation purposes.
