摘　　要：国务院办公厅下发的《关于巩固完善基本药物制度和基层运行新机制的意见》是针对基层医改面临的新问题,在坚持保基本、强基层、建机制的基础上,重点规范基层医疗卫生机构的医药卫生体制政策的内容。为了进一步深化改革,扩大医改成果,巩固和完善基本药物制度乃是尽快实现基层医疗卫生机构综合改革的目标之一。＂Opinion on Strengthening and Improving the Essential Drugs System and the New System of Grass-roots Operation＂ issued by the State Council is a concern for those new problems in primary healthcare reform, and in accordance with the principles of guaranteeing the primary, reinforcing the grass-roots and building the mechanism, mainly regulates the policy of medical and health system in the grass-roots healthcare institutions. In order to further deepen reform and expand the results of medical reform, to strengthen and improve the essential drugs system is one of the reform goals to soon realize the comprehensive reform in the grass-roots healthcare institutions.
