摘　　要：文章运用比较研究方法 ,以公文处理工作的五个新旧政策文本为分析对象,围绕处理流程和公文管理两个不同视角,对当前公文处理工作的最新规范性文件新《条例》进行了政策解读,为广大文书工作者学习、领会与贯彻新的文件精神,纠正工作实际中的惯性思维提出了参考建议。With a comparative approach, this article interprets the policies in prescriptive documents like the new Regulations on the Handling of Official Documents in Party and Government Organs（referred to as the new Regulations hereinafter） in an analysis of five new and old policy documents concerning the handling of official documents from two perspectives including procedures of handling, and the management of official documents. And, this article is expected to offer readers suggestions as to how to learn, under- stand and practice the ideas in the new documents, and avoid inertial thinking when working.
