论国务院和国务院办公厅公文处理不规范现象——以复合体公文格式处理和标题拟制为例

摘　　要：国务院和国务院办公厅对复合体公文在格式的处理和标题中介词"关于"的使用上一直比较混乱。国务院在批转文件时,因为格式处理上的错误做法而导致公文存在两套结构,也存在同一种行文情况而采取多种格式处理的现象。国务院和国务院办公厅制发的印发类公文,在标题的拟制过程中对介词"关于"的使用能做到观念一致,但在制发批转、转发类公文时,标题中介词"关于"的使用却比较混乱。高端机关公文处理更应追求规范、统一,以体现其表率作用。There has been a very confused phenomenon when the State Council and the General Office of the State Council use the word of ＂About＂ in the title dealing with the format. Because of the faulty practices, the official document has two sets of structures when the General Office approves and transmits them usually.But, they take a variety of measures to deal with the format in the same circumstances. There is consistent of using the word of ＂About＂ in the title when the State Council and the General Office of the State Council print and distribute the official document, but they are confused when they draw up the official documents which are approved and transmitted .As a fine example ,The higher organ should seek specification and unity on dealing with the official document more formally.
