摘 要:本文以价值链为视角,将创新过程分解为上游的研发阶段与下游的经济转化两个相互关联的创新子阶段,通过构建网络DEA模型,对江苏省13个城市的研发效率、经济转化效率及整体创新效率进行测算。研究结果显示:从总体来看,不论是创新研发效率、经济转化效率还是创新整体效率均不高;从变动趋势来看,近年来江苏省创新效率的变动趋势与经济周期呈现一定的同步性;从价值链视角来看,上游的研发效率与下游的经济转化效率两者不存在相关关系,并呈现明显的不协调现象,经济转化效率对创新整体效率的贡献大于研发效率的贡献;从创新区域性特征来看,创新整体效率呈现明显的地区效应,苏南地区优于苏中地区,苏中地区优于苏北地区,这与经济发展水平基本一致。最后,以全省平均研发效率、平均经济转化效率为基准,将城市划分为高效集约型、粗放低效型、高研发效率低经济转化效率型、低研发效率高经济转化效率型四个区域,并针对创新绩效分布情况,提出提升创新整体效率的路径。Based on the value-chain framework, the innovation system is divided into two interactive sub-phases: upstream research and development process and downstream operation efficiencies for 13 cities of Jiangsu province. The findings are presented as follows. From general prospective, none of innovation R&D efficiency, economic transformation efficiency or overall innovation efficiency is high. From the trend prospective, over recent years the trend of Jiangsu's innovation efficiency and economic cycle showed synchronicity. From the value chain prospective, upstream R&D efficiency did not show relationship with downstream economic transformation efficiency, and showed obvious inconsistencies, and the economic transformation efficiency made a more important contribution to overall innovation efficiency than R&D efficiency. From the innovation regional prospective, the overall innovation efficiency showed obvious regional distinction; southern Jiangsu ranks first, followed by central Jiangsu and northern Jiangsu. This is the same as the level of economic development. Lastly, based on the province-wide average R&D and operation efficiency, cities could be divided into four types: efficient-intensive, inefficient-extensive, efficient-extensive and inefficient-intensive. We suggest raising overall innovation efficiency with different approach according to innovation performance.
